The Select: A Weekly Committee Recap (Week of 11/13)

November 17, 2023

Welcome to The Select, a weekly newsletter on the work of the Congressional Select Committee on the Chinese Communist Party led by Chairman Mike Gallagher (R-WI).

See below for this week's updates.

Gallagher: 'Unconscionable that American Companies Pay Thousands for Dinner with Xi'

"It is unconscionable that American companies might pay thousands of dollars to join a 'welcome dinner' hosted by the very same CCP officials who have facilitated a genocide against millions of innocent men, women, and children in Xinjiang," wrote Chairman Gallagher on Tuesday to the American organizers of the November 15th 'welcome dinner' for U.S. executives who dined with communist dictator Xi Jinping in San Francisco.

The National Committee on U.S.-China Relations (NCUSCR) and the U.S.-China Business Council (USCBC) announced on November 5th that they would host a banquet for Xi Jinping following Xi's meeting with President Biden alongside the Asia-Pacific Economic Cooperation summit.

Select Committee Unveils Report on Illegal PRC-Tied Biolab in Reedley, CA with McCarthy & Costa

On Wednesday, Chairman Gallagher unveiled a report on its investigation into the illegal People’s Republic of China-tied biolab discovered in Reedley, CA. The members were joined by Rep. Jim Costa (D-CA), whose district includes Reedley, CA, Former Speaker Kevin McCarthy (R-CA), Rep. Dan Newhouse (R-WA), and Rep. Neal Dunn (R-FL).

Here's what the Committee found:

  • The illegal biolab was run by a PRC citizen who is a wanted fugitive from Canada with a $330 million Canadian dollar judgment against him for stealing American intellectual property.
  • This PRC citizen was a top official at a PRC-state-controlled company and had links to military-civil fusion entities.
  • The illegal biolab received millions of dollars in unexplained payments from PRC banks while running the illegal biolab.
  • The illegal biolab contained thousands of samples of labeled, unlabeled, and encoded potential pathogens, including HIV, malaria, tuberculosis, and Covid.
  • The illegal biolab also contained a freezer labeled “Ebola,” which contained unlabeled, sealed silver bags consistent with how the lab stored high risk biological materials. Ebola is a Select Agent with a lethality rate between 25-90%.
  • The biolab contained nearly a thousand transgenic mice, genetically engineered to mimic the human immune system. Lab workers said that the mice were designed “to catch and carry the COVID-19 virus.”
  • After local officials who discovered the lab sought help from the CDC and others, the CDC refused to test any of the samples.

Gallagher Applauds Thrift Savings Plan's Move to Protect Federal Employee Retirement Dollars from China & Hong Kong

On Thursday, Chairman Gallagher released the below statement celebrating the Federal Retirement Thrift Investment Board announcement that no companies in the People's Republic of China and Hong Kong would be included in its I Fund benchmark, a move that protects millions of federal government employees from fueling the Chinese Communist Party.

“I applaud the FRTIB’s move to safeguard federal employees’ savings from companies listed in the PRC and Hong Kong. It was always absurd that American servicemembers and Congress should finance the Chinese Communist Party’s military and human rights abuses. This decision shows the path forward for all those who have a fiduciary obligation to steward Americans’ savings. I hope state pension plans, endowments, and their Wall Street money managers will follow suit and recognize that investing in the PRC is a dangerous, rigged game. Like the house in a casino, the CCP always wins, and everyday Americans lose.”

Gallagher, Krishnamoorthi Seek Info From Apple on Cancellation of Show

On Wednesday, Chairman Gallagher and Ranking Member Raja Krishnamoorthi (D-IL) sent a letter to Apple CEO Tim Cook concerning the decision to not produce a third season of The Problem with Jon Stewart on Apple TV+. According to recent news reports, this decision came after Apple and Mr. Stewart disagreed about content for the show regarding the People’s Republic of China. The New York Times reported, “Mr. Stewart told members of his staff... that potential show topics related to China and artificial intelligence were causing concern among Apple executives.”

In the letter the lawmakers write, “We know from previous incidents involving production companies other than Apple that fear of the CCP, the CCP’s documented history of retaliating against companies, and the lure of the PRC market and PRC-based financing have significantly chilled the creation of American content that could be perceived as critical of the CCP. While companies have the right to determine what content is appropriate for their streaming service, the coercive tactics of a foreign power should not be directly or indirectly influencing these determinations.

Chairman Gallagher Urges Army to Defend Guam from Chinese Missiles

On Monday, Chairman Gallagher wrote to the Secretary of the Army, Christine Wormuth, urging the Army to provide a plan for defending Guam, a US territory, from Chinese military aggression.

The Chairman writes, "Despite its strategic importance, Guam remains highly vulnerable to an increasingly sophisticated network of missiles from the People’s Republic of China (PRC”), especially its cruise missiles... The PRC has spent decades developing both short and intermediate-range ballistic missiles that can target Guam... The PRC has also developed a formidable inventory of highly capable cruise missiles that can be launched from multiple platforms, including from ships, submarines, and bombers."

The Chairman cites substantial delays in the Army’s cruise missile defense system. Subsequently, he asks the Army, among other things, when these delays will be alleviated and what plan the Army has in place to defend Guam while it waits for the arrival of the system.
