'Those university presidents should resign'

Following the appalling congressional testimony last week from the presidents of Harvard, MIT, and Penn, Chairman Gallagher called out elite American universities for receiving unreported Chinese and foreign donations.

'Congress Wants Answers About The FBI and DOJ's TikTok Investigation'

Led by Chairman Galland and Ranking Member Raja Krishnamoorthi (D-IL), all 24 members of the Select Committee sent a letter to FBI Director Christopher Wray on Thursday. The lawmakers request a briefing from the FBI on their reported investigation into ByteDance, the CCP-controlled parent of TikTok.

They wrote, "According to a new U.S. Department of State report, 'TikTok’s owner ByteDance seeks to block potential critics of Beijing, possibly including those outside the PRC' and 'as of late 2020, ByteDance maintained a regularly updated internal list identifying people who were likely blocked or restricted from all ByteDance platforms, including TikTok, for reasons such as advocating for Uyghur independence.' Indeed, the CCP continues to commit genocide against at least two million Uyghurs and members of other ethnic and religious minority groups and subject them to mass internment, forced labor, and other human rights abuses. We do not believe that a regime that is committing such human rights violations should be able to silence U.S. critics of these policies, let alone be able to surveil U.S. users, prey on American children, and exploit sensitive U.S. data to the detriment of our national security."

Wall Street Puts a 'Sell' on Its China Holdings -

Institutional investments in the nation have plunged as its economy slows and property market craters; ‘a bit of an awakening'

"One of Washington’s biggest China critics traveled to New York in mid-September to meet with some of Wall Street’s best-known financiers. His mission was to persuade them to stop investing in China.

Wisconsin Republican Mike Gallagher, who chairs a House committee on China, was surprised to find they didn’t need much coaxing. They told him they already were ratcheting back their investments there....

Over the past decade, private-equity funds targeting China have raised an average of nearly $100 billion each year. So far this year, they have raised a meager $4.35 billion, according to data firm Preqin..."

Gallagher, Rubio Decry Biden Administration's Watered-Down Sanctions on CCP Officials Committing Genocide

Chairman Gallagher and Sen. Marco Rubio (R-FL) issued the below statement following the Biden Administration's announcement to issue sanctions on some CCP officials under the Uyghur Human Rights Policy Act.

"While we welcome this news, the Biden Administration has dragged its feet to implement sanctions under the Uyghur Human Rights Policy Act (UHRPA) for far too long. Most alarmingly absent from the administration’s designations is Ma Xingrui, the Chinese Communist Party (CCP) boss in Xinjiang, who is responsible for implementing the CCP’s genocidal policies against the Uyghurs and other ethnic groups. 

The administration must not allow Ma’s status as a CCP Politburo member to shield him from U.S. targeted sanctions in the continued pursuit of a failed engagement strategy. Secretary Blinken must explain why the top CCP official in Xinjiang—who implements Xi Jinping’s genocide-- does not meet the criteria for U.S. sanctions. If the administration refuses to hold the major perpetrators of the Uyghur genocide accountable, Congress will take the lead on human rights where the administration has thrown in the towel."

 

Gallagher, McCaul, Stefanik Want Serious Action from Commerce Department Before Appropriating More Funds

Last weekend, Secretary of Commerce Gina Raimondo shared her wishes that Congress provide additional funding for the export control arm of the Commerce Department, the Bureau of Industry and Security. Chairman Gallagher, House Foreign Affairs Committee Chairman Michael McCaul (R-TX) and Conference Chair Elise Stefanik (R-NY) challenged Secretary Raimondo's request and released the below statement:

“Before we agree to work with Secretary Raimondo to provide additional resources to the Bureau of Industry and Security, the Department of Commerce must institute necessary reforms to keep U.S. technology from our adversaries. Resources alone will not address the shortcomings in our export control regime. Revoking Huawei licenses, adding BGI and Inspur subsidiaries to the Entity List, or cutting SMIC off from U.S. technology is not a matter of money, but political will. Any conversation about additional resources must be matched with actions that demonstrate BIS is being reformed into a true national security agency that will do what needs to be done to counter China and other adversaries.”
