Letter to the President Urging Alliance Action in Response to China’s Weaponization of Critical Minerals Supply Chains

The Committee strongly supports this call for coordinated allied action to counter the CCP’s ongoing weaponization of critical mineral and rare earth supply chains. The letter commends U.S. leadership in pressing G7 partners to impose tariffs on China for supporting Russia, highlighting how collective measures can cut off resources that fuel aggression.

Despite past WTO rulings against Beijing’s export restrictions, China continues to choke rare earth and magnet exports through licensing delays, denials, and intrusive reviews—particularly targeting defense and advanced manufacturing. This mirrors the CCP’s broader coercive tactics, undermining global markets and threatening U.S. national security.

To counter these practices, the letter urges the U.S. to lead a parallel strategy through the G7, Quad, NATO, and other trusted coalitions. Recommended reciprocal measures include:

  • Restricting or suspending Chinese airline landing rights at U.S. and allied airports until China restores fair and open export flows.
  • Reviewing and potentially tightening export controls on commercial aircraft, parts, and services to China.
  • Coordinating with allies to restrict outbound investments into China’s aviation sector.

Taken together, these actions would send Beijing a clear signal: supply chain coercion comes at a strategic cost. This approach would not only defend U.S. and allied access to critical materials but also strengthen solidarity across allied blocs, reinforce the Russia strategy, and provide meaningful leverage in negotiations with China.
