Democracies United: U.S. and Allies Confront CCP Threats Head-On

May 23, 2025

WASHINGTON DC — This week, the House Select Committee on China hosted a roundtable discussion with a visiting delegation from the Inter-Parliamentary Alliance of China (IPAC), an international, bipartisan coalition of legislators focused on threats posed by the CCP. Members of the delegation included representatives from the United Kingdom, Slovakia, Germany, and the Netherlands. Chairman Moolenaar, the U.S. Co-Chair of IPAC, and Ranking Member Krishnamoorthi, also an IPAC member, led the discussion.

The discussion covered a range of issues, including authoritarian aggression, global trade and security, and support for Taiwan—a beacon of democracy and critical partner of the United States.

“The Chinese Communist Party is working overtime to divide democracies and exploit the gaps between us," said Chairman Moolenaar. "That’s why today’s IPAC roundtable is so important. By coming together across the Atlantic, we’re strengthening our shared resolve to defend democratic values, protect our institutions, and ensure that free nations—not authoritarian regimes—set the rules of the road for the 21st century.”

"Authoritarian aggression thrives when democracies are divided," said Jan Paternotte MP, Dutch Co-Chair of IPAC. "This joint commitment shows that transatlantic lawmakers are united in defending freedom and resisting CCP influence.”

After the roundtable, the House Select Committee on China and the delegation from IPAC signed a joint statement reaffirming their commitment to standing up for democratic values in the face of CCP aggression.

The statement reads:

"As members of the Inter-Parliamentary Alliance on China (IPAC), the U.S. House Select Committee on the Chinese Communist Party, and the Congressional-Executive Commission on China (CECC), we reaffirm our shared commitment to strengthening cooperation between democracies in response to the growing challenges posed by the People’s Republic of China under the rule of the Chinese Communist Party—an authoritarian regime that seeks to reshape the global order on its terms.

The CCP is carrying out a coordinated campaign to undermine democratic institutions, pressure open societies, and coerce economies through foreign interference, strategic investment, and military aggression. Its actions in the Taiwan Strait, in support of the war in Ukraine, across the Indo-Pacific, and within international institutions reflect a deliberate effort to chip away at the norms that have underpinned global stability for decades.

In the face of rising authoritarianism, division among democracies is not an option. That’s why we are committed to deepening our coordination across the Atlantic and beyond—to protect our shared values, strengthen collective resilience, and ensure the free world stands united in defending a peaceful, rules-based international order.

This is a generational challenge. But together, with clarity and resolve, we can meet it—and pass on a legacy of freedom and security to future generations."

Signers of the statement include: Chairman Moolenaar (R-Mich.), Ranking Member Krishnamoorthi (R-Ill.), Representatives Dunn (R-Fla.), Johnson (R-S.D.), and Newhouse (R-Wash).
