Witnesses included Dr. Jason Kelly, CEO of Ginkgo Bioworks, Dr. Tara O'Toole, Senior Fellow at In-Q-Tel, and Dr. Charles Clancy, Chief Technology Officer at MITRE

- Forced DNA Collection
- Genetic Surveillance
- Genetic Enhancement of Soldiers
- Genetically Selective Weapons
[The U.S.] needs to be there first so we can set the rules of the road.”
