Chairman Gallagher on San Francisco Welcoming Xi Jinping with Open Arms for APEC

If President Biden wants to deter conflict with China and achieve lasting results from his meeting with Xi Jinping here in San Francisco, he must stop accommodating the Chinese Communist Party. 

Despite repeated concessions from Washington over the past year, Beijing has taken no action to stem the flow of deadly fentanyl, reduce tensions in the Taiwan Strait, or stop its unprecedented campaign of espionage against the United States.

It’s time for a firmer diplomatic approach. 

First, these negotiations cannot take place at gunpoint.

Xi must stop his military from playing suicidal games of chicken with American ships and aircraft on their reckless intercepts.

He must stop harassing vessels, including from our treaty allies like the Philippines, and violating the airspace of our friends in Taiwan.  

Beijing must stop Chinese companies flooding fentanyl precursors into our country, poisoning our citizens.

The United States also cannot negotiate with hostage takers, whether it's Hamas or the CCP.

The CCP must immediately release all U.S. citizens wrongfully detained in China. 

That should extend to Gulshan Abbas, Kamile Wayit, Ayshem Mamut, and all Uyghurs unjustly detained by the CCP, including those with family in the United States. 

Xi Jinping must drop the fabricated charges against Jimmy Lai, along with the “Hong Kong 47” pro-democracy advocates. The world must know the whereabouts and health of the heroic Peng Lifa, or “Bridgeman.”

To be clear, these actions are the beginning, not the end of what the CCP needs to do to demonstrate it truly wants a “a relationship based on mutual respect,” to borrow a favorite CCP phrase, with the United States and the world. 

If Xi fails to deliver on these minimal prerequisites, the Biden administration must stop the endless accommodation and shift to a more assertive defense of America’s interests before it's too late.
